Take a look at prohibitions and penalties, Section 6. If enacted into law, some bureaucrat is going to develop a list of approved & unapproved animals that can be imported, exported and bred.
If on the unapproved list, only persons with a permit will one be allowed to possess, buy, sell, trade, transport across state line, and breed. A permit could be issued by the department of the interior only if you meet their criteria, which will probably not be granted to most responsible pet owners.
This is another attempt at passing legislation in response to the Burmese python "threat" that the Humane Society was attempting to push a while back. All responsible pet owners should be concerned about this and voice their concerns to their representatives."
